google cloud sql connection time out when trying to connect the second time

I have a Laravel app running on google cloud app engine using google cloud SQL as a database.

When you access the app with a fresh session, it works but it refuses to work thereafter, it gives a timeout error.

Any suggestions on how I can fix this?
